James + Associates has developed a thorough knowledge of grants and developed a record of successfully applying for loans and grants to finance projects for many communities in the mid-State area. The firm has been placed on notification lists of many funding opportunities and is familiar with local tax incentive programs.
Surveying services provided by James + Associates meet a variety of project needs. In addition, the staff has experience with challenging site locations and schedules.
Civil Design Surveys
James + Associates is familiar with permitting procedures and requirements for TDEC, US Army Corps of Engineers, and other Federal and State Agencies. The Firm regularly prepares Storm Water Pollution Prevention Plans (SWPPP) and Notice of Intent (NOI) for the NPDES permitting process and Aquatic Resources Alteration Permit (ARAP) whenever a project is proposed to cross or alter jurisdictional waterways. Additionally, several members of James + Associates’ staff maintain TDEC Level 1 and Level 2 certifications and can perform the required ESPC Weekly Inspections. Two staff members maintain CPESC certifications.
James + Associates also has had significant experience in the development of NEPA documents for project planning and programming.
When required we assist our clients in procuring environmental subconsultants for detailed needs, such as Phase 1 and 2 environmental studies, hydrologic studies and analysis, wetland delineation, and many other geological and environmental assessments.
We have experience in all types of site design ranging from municipal, residential, educational, commercial, and industrial. We work closely with our clients to determine the site-specific needs of the facility to be located on the site, such as access, drainage, parking, visibility and other considerations.
James + Associates has developed strong skills in site design and planning. As part of our services we regularly provide topographic site survey, 3-D digital terrain modeling and design of sites with respect to excavation, embankment, drainage and other aspects of site design. We provide complete services by developing the site grading plan showing proposed topographic contours, erosion and sedimentation control plans, re-vegetation plans and construction specifications for each project.

Construction Observation & Administration
James + Associates personnel have years of experience in the field on construction sites of all types. From roadway projects to utility installations and bridge rehabilitation to site layout, the firm has observed construction and maintained documentation required for construction administration.
Through years of experience and involvement, James + Associates has developed a thorough knowledge of TDOT’s Utility Engineering Process and has applied that knowledge successfully for many cities in the mid-state area. Being actively involved in understanding TDOT’s Utilities Department procedures timelines and permitting process for many projects over the years has allowed the firm to successfully execute such endeavors.
Water & Wastewater Systems

Drainage analyses and design are a mainstay of our firm’s experience. Almost every area of our project development contains an element of drainage design or analysis. This includes culvert, closed drainage system, and open channel design as related to roadway improvements, as well as hydraulic modeling associated with sizing bridge openings, hydraulic scour evaluations, and floodplain management issues related to land planning.
